I would say:
The rule needs to be changed from 10 months of advance to 2 months of rent. This type of same situation is happening now a days all over the bangalore. Along with criminal and civil punishment to landlord, the govt. should focus these things and work on it else it will end-out with severe crime.
So please raise a voice without hesitating.
