SMO and SEO both have their own significance and have their different roles in SEO. Social media is basically for retrieving traffic to our site and SEO is for search engine ranking.Major differences between both terms is the networking aspect like social media is heavily-reliant on networking and strong profiles, while SEO can be done without this.

SEO simply stands for search engine optimization. It is the process of modifying a website so that it appears on top of the search engine. SEO uses the principles of keywords that are relevant to your website. When someone searches for the keyword on the search engine depending on how your website is ranked it will appear on the search engine. This means that wise choice of keywords will lead to your website being ranked on top.
SMO basically stands for social media optimization. This refers to all the methods that can be used to create publicity and attract traffic to your website using the social media. The social media include Facebook, twitter and MySpace among many more.In summary SMO (social media optimization) is all social networking, it involves creating a good follower base so that you get more traffic. For SEO (search engine optimization) no networking is required. All you have to do is build a good PR and link building. Therefore the question of which is the best solely depends on how you use them.
